The Small Bill would cut health-care costs by:

  • reducing runaway malpractice lawsuits,
  •  allowing Americans to buy insurance across state lines,
  • allowing private insurers to offer lower premiums to consumers with healthier lifestyles,
  • giving them a tax break similar to the one that is already available to those with employer provided insurance,
  • increasing federal support for state-run or state-organized high-risk pools,
  • getting the uninsured out of the ER and into less expensive routine care, converting federal funds for covering the costs of treating the uninsured in emergency rooms into block grants to states while gradually reallocating some of this funding to help finance the above proposals as the number of uninsured emergency-room patients is reduced,
  • implementing a few additional regulatory and administrative reforms included in the House Republicans’ health-care proposal.
